Macintosh Powerbook G4 Start Up issue... Please help...?

Hello. I have a Macintosh Powerbook G4 (circa 2002) that has recently given me problems. Upon start-up, you can hear a faint whistle. You really need to be listening closely, and you can also smell a distinct weird smell coming from the laptop. Nothing but faint distinct lines show up on the screen. Other then that, the laptop is completely responsive. No start up chime, or fan sounds. Is there something I can do to resolve this? Im stuck with this computer for now, and Cannot afford a new computer at this time. Thank you for your time everyone!
