HELP!!! My dog keeps pulling clothing off the line?!!?

Only bored and untrained dogs get into trouble like that, which your dogs probably are, since you said that they are tied up for hours. Either enroll in something like agility, obedience, just anything, or find the poor dogs a new home where they will be properly taken care of.
